Authorities said that the purpose of Rehman’s scheduled trip to Chaman was to demonstrate solidarity with the ongoing sit-in protest, arranged by several political parties and traders, against the government’s recently implemented policy for the Afghan border crossing, which necessitates a passport and a legitimate visa.

A group of police officials, supervised by a high-ranking officer, came to Al-Falah House, the regional office of Jamaat-i-Islami located on Al-Gillani Street in Gwadar, and requested Mr. Rehman to cancel his visit to Chaman due to concerns about security.

Abdul Wali Shakir, the representative of the Jamaat, expressed that Maulana Hidayat had been confined to his residence for more than 24 hours. He expressed disappointment that this action was taken even though the party had promised the inspector general of police and other authorities that they would promote lawfulness and peace.

Earlier, on Thursday, former lawmaker Mohsin Dawar was also stopped from attending said protest in Chaman.

“Local authorities in Quetta and Chaman stopped me from participating in the protest in Chaman. A few weeks ago,I was not allowed to participate in our party’s event in Bajaur.The playing field is being leveled for a few. We stand in solidarity with the Chaman sit-in,” he posted on X (formerly Twitter).

Haq Do Tehreek (HDT)  is a protest movement against the government with issues comprising illegal trawling in Gwadar’s water, a high number of security checkpoints, and trade on the Pak-Iran border among others.

Rehman was arrested from outside a Gwadar court where he had appeared for a case related to killing of a policeman in January.

The HDT leader challenged his arrest from the court premises following the Supreme Court’s verdict in former prime minister Imran Khan’s case, who had challenged his arrest from the Islamabad High Court (IHC) premises. Pakistan Tehreek-e-Insaf (PTI) chairman Imran Khan was arrested from the IHC by rangers on May 9 over corruption charges. The Supreme Court had declared the arrest from the court’s premises unlawful.

On May 18, the Supreme Court approved the bail of Maulana Hidayat Ur Rehman and ordered his release.

However, the Gwadar rights movement leader is still in jail, despite his release orders.

Several charges were brought up against Rehman after talks between the HDT’s leaders and the military commanders in Balochistan failed over the protest demonstrations organised by the movement demanding basic rights.

Rehman had had 19 cases related to vandalism and other offenses registered against him, but was later granted bail by a sessions court in Gwadar in all cases, except one related to the killing of a policeman, during one of the protest demonstrations organised by the HDT.

Several charges were brought up against Rehman after talks between the HDT’s leaders and the military commanders in Balochistan failed over the protest demonstrations organised by the movement against illegal trawling.

In 2020, the government had banned fishing and trawling off the Gwadar coast after talks with protesters from the local fishing community. However, the government was unable to curtail the practice. In 2021, thousands of people had staged a series of protests in the port city under the banner of the Haq Do Tehreek.

Local fishermen complain trawlers deprive them of their livelihood. Trawling also destroys the natural seafloor habitat.

The trawlers in Gwadar are usually owned by powerful businessmen, retired army officers and politicians.

Police had registered a First Information Report against Rehman and other leaders of the movement, including the former caretaker provincial minister Mir Naveed Kalmati, for causing damages to public and private properties.

Social media users have criticised a delay in the bail proceedings, saying that a Balochistan minister accused of rape and murder has been granted bail. However, Rehman has been in jail for more than 80 days now.

Balochistan Awami Party (BAP) Provincial Minister Sardar Abdul Rehman Khetran is accused of murdering three people in his alleged private jail in Barkhan and was arrested after widespread protests in Balochistan in February, and was granted bail after 14 days.

Rehman’s bail application in the last case faced delays due to the transfer of the session judge hearing his case and the repeated absences of the new judge assigned to the case.

Social media users have also pointed out that the leaders of mainstream political party Pakistan Tehreek-e-Insaf were granted bail the same week they were arrested for vandalism by an Anti-terrorism Court (ATC). Meanwhile, the Baloch leader has been in jail for more than 80 days.

The Gwadar police had arrested Maulana Hidayat Ur Rehman outside a local court where he had appeared for a hearing related to charges against him for the killing of a policeman during one of the protest demonstrations led by him.

Police had registered a First Information Report against Rehman and other leaders of the movement, including the former caretaker provincial minister Mir Naveed Kalmati, for causing damages to public and private properties.

The arrest has also drawn severe condemnations from the legal fraternity for taking Rehman as a prisoner within the court premises.

Politicians and human rights defenders have also condemned the arrest.

A large number of women protesters led a protest demonstration in Gwadar, demanding the release of Rehman. The women also protested against enforced disappearances among other issues.

Authorities in Pakistan are critical of dissenting voices and tend to take strict measures to silence them. Last month, Karachi Central Jail released a Member of the National Assembly and Pashtun Tahafuz Movement leader Ali Wazir after two years of incarceration in sedition cases.
